CONTRACT 1 YEAR

JOB SUMMARY: The Vital Statistics Officer reports to and works under the direction and supervision of the Lands Membership Manager. The Vital Statistics Officer is responsible for administering policies and procedures for the Six Nations of the Grand River as it relates to the Band Membership and the Administration of Lands program. Vital Statistics Officer works within the policies and procedures established by Six Nations of the Grand River.

BASIC QUALIFICATIONS:

  • Secondary School Graduate or equivalent and two (2) years related experience in office procedures
  • Must have good knowledge, gained through related experience and training in the delivery of both Land and Membership Programs
  • Working knowledge of government policies, programs, services and procedures at the Federal level relative to the delivery of the Land and Membership Programs as it relates to the services administered at the community level is preferred
  • Proficient in using a person computer including the Internet, Microsoft Office Programs in Word, Excel, Power Point is preferred
  • Possess initiative and self- direction is preferred
  • Possess research skills is preferred
  • Ability to work with tact, discretion is preferred
  • Must possess high level public relations skills is preferred
  • Must be willing to continually upgrade skills and maintain up to date knowledge on the membership rules and land policies is preferred

SIX NATIONS LANDS MEMBERSHIP

POSITION:                 Vital Statistic Officer

REPORTING RELATIONSHIP:

Reports to and works under the direction of the Lands Membership Manager

PURPOSE AND SCOPE OF THE POSITION:

To administer policies and procedures for the Six Nations of the Grand River as relates to the Band Membership and the Administration of Lands program.

Provide assistance to the Lands/Membership Manager in performance of statutory, operational and advisory services.

 

RESPONSIBILITIES:

  1. Technical Functions

i. Completes monthly vital statistic reports as relates to band membership; by entering directly into the Registered Indian System and scanning all documentation necessary to verify the changes/amendments being made to Indian Registry.

ii.  Completes and maintains log for internal band transfers, band to band transfers and band releases; assists with providing information to complete the transfers

iii.  Researches and verifies status of individuals; confirming results of research verbally or in writing

iv. Issuing status cards and letters of identification upon request by Six Nations band members

v. Assist with answering phones; covering for reception when necessary

vi. Secretary for the Lands/ Membership Committee by attending meetings, preparing agenda, recording and distributing minutes

vii. Data entry of monthly reports into the Registered Indian Record System, which includes certificate of Indian status cards.

    

  1. Communication Functions
  1. Effective liaison with supervisors, staff, community members, general public and Chief and Council in person or through telecommunications.
  2. Effective communication with external bodies such as other First Nations, federal provincial and municipal governments/agencies and other organizations in person or through telecommunications.
  3. Preparation of internal/external documentation used internally such as:  briefing notes, updates, memos, and correspondence.
  4. Represent Six Nations Council and community in a positive, courteous, cooperative and professional manner.
  5. Preparation of effective presentations using Microsoft PowerPoint or latest available technology, as requested.
  1. Administrative
  1. Ensure proper filing of documents electronically and/or hardcopy.
  2. Process mail and/or electronic mail in timely fashion.
  3. Completion of log in/out sheets as required.
  4. Perform work functions in accordance with SN Council policies and procedures.
  5. Ensure submission of documents to Records Department in accordance to Records Management Policy, as required.
  6. Attend meetings as required:  staff meetings, committee meetings, council meetings and or political portfolio meetings.
  7. Attend training/workshops as required.
  1. Other Functions
  1. Perform other related duties as assigned by immediate supervisor.
  2. Perform projects as assigned.
  3. Perform political tasks assigned.

Work has a high public profile, extensive interaction with public and is subject to a high volume of interruptions.  Requires tact, discretion, diplomacy and confidentiality.

WORKING RELATIONSHIPS:

With the Lands Membership Manager:

Receives direction and guidance.  Discusses plans, priorities and interacts to ensure tasks are done efficiently and effectively.  Receives instructions and supervision.

Must be familiar with Six Nations Council policy and procedures.

 

With Chief & Council:

Prepares band council resolutions, summary reports, briefing notes, and presentations as required.

Gathers and distributes relevant information.

 

With the Community and other Staff Members:

Represents and promotes Six Nations Administration in a courteous, cooperative, and professional manner.

Provides information and assistance.

With external agencies:

Represents and promotes Six Nations’ interests relative to the Land and Membership Programs; maintains awareness of policy and program changes; seeks to develop close working relationships

KNOWLEDGE AND SKILLS:

IMPACT OF ERROR:

Errors in carrying out duties could result in loss of credibility, poor public relations and misinformation being provided.  Errors could result in embarrassment to the Six Nations Council, community and administration; loss of public confidence and unnecessary conflict leading to lack of trust.

CONTROLS:

Guiding principles set by Six Nations Council.  Must work within the policies and procedures established by the Six Nations Council with respect to First Nation administration.
