JOB SUMMARY: The Manager of Parks and Recreation reports to and works under the direction and supervision of the Senior Manager of Parks and Recreation. Works collaboratively with Directors/Senior Managers/Supervisors of Six Nations of the Grand River (SNGR).
PURPOSE AND SCOPE OF THE POSITION:
The Parks and Recreation Manager is responsible for overseeing all operational aspects of the Parks and Recreation department, managing the day-to-day activities of parks, facilities, and recreational programs. This position directly supervises all Parks and Recreation staff leads, ensuring that services are provided effectively, facilities are well-maintained and occupational health and safety standards are adhered to. The Parks and Recreation Manager plays a critical role in implementing the strategic direction set by the Senior Manager, translating it into actionable operations, and ensuring compliance with policies, procedures and regulations.
The incumbent will be required to provide leadership that involves maintaining strong interpersonal relationships with staff, visitors, and community members which includes dealing with individuals and groups in conflict resolution, problem solving, and team building.
The incumbent will provide leadership that is aligned and supportive of SNGR organizational strategies and the 2019 Community Plan including any future editions/updates.

BASIC QUALIFICATIONS:
- Minimum Requirements:
- Bachelor degree or college diploma in Recreation, Physical Education, Commerce, Business Administration or related field AND three (3) years of management experience.
- Demonstrated leadership skills in problem-solving, decision-making, conflict resolution, negotiation, communication, delegation, critical thinking, team building and interpersonal skills.
- Experience managing budgets and ensuring compliance with safety and regulatory standards.
- Excellent communication skills, with the ability to work collaboratively across departments and with community members.

- Occupational Health and Safety knowledge and training
- Ability to take direction, prioritize tasks, work independently and cope with many competing demands

DUTIES AND RESPONSIBILITIES:
1. TECHNICAL FUNCTIONS
- Oversee daily operations of all Parks and Recreation facilities and programs, ensuring they meet community needs and departmental standards.
- Ensure compliance with professional, regulatory, and legislative requirements, as well as occupational health and safety standards and procedures.
- Implement improvement strategies, in collaboration with the Senior Manager, to enhance service delivery and facility management.
- Supervise staff leads, ensuring they are trained and equipped to deliver quality recreational services and maintain safe and welcoming environments.
- Work closely with the Senior Manager to align operational initiatives with the broader strategic goals of the department.
2. ADMINISTRATIVE FUNCTIONS:
- Collaborate with the maintenance and operations teams to ensure timely upkeep and safety of all facilities and parks.
- Ensure compliance with SNGR policies, procedures, and legislative regulations within the Parks and Recreation department.
- Provide regular reports on facility performance, financials, and program success to the Senior Manager.
- Actively engage in staff development and performance management to ensure a well-functioning team and leadership pipeline.
- Prepare statistical, financial, and narrative reports for the Senior Manager and other stakeholders as required.
- Attend departmental and external meetings/committees on behalf of the Senior Manager of Park and Recreation as required.
3. COMMUNICATION FUNCTIONS:
- Lead regular staff meetings and check-ins with Parks and Recreation staff leads to provide operational guidance, feedback, and clarity on roles and responsibilities, managing performance as necessary.
- Keep the Senior Manager updated on operational challenges and opportunities, escalating concerns when necessary.
- Participate in regular team meetings and check ins with supervisor to provide departmental updates recommendations and receive feedback.
- Handle customer complaints, concerns, and service issues, ensuring a high standard of customer service and community engagement.
4. OTHER FUNCTIONS:
- Other duties as assigned or deemed necessary within the purpose and scope of the position
- Represent SNGR and the Six Nations community in a positive, cooperative and professional manner
- Contribute to a supportive learning and working environment for staff which maximizes professional development opportunities and builds internal capacity
WORKING CONDITIONS:
- The work environment is subject to high public profile, and interaction and engagement with the public who may be hostile and/or irate

- Must maintain confidentiality of patient records, employee records and internal SNGR operations
WORKING RELATIONSHIPS:
- Reports to the Senior Manager of Parks and Recreation
- Provides service, support, advice and recommendations to operational leaders around organizational risks and plans for mitigating risk
- Relies on SNGR Core Services for data, information and support
- Provides leadership, guidance, support and direction for direct reports
- Engages in professional and courteous interactions with all SNGR staff and stakeholders

IMPACT OF ERROR:
Errors in judgement and in the conduct of duties could lead to loss credibility, poor public relations, confusion, duplication of effort and misinformation resulting in negative impacts to the leadership team and SNGR. Errors in judgement could lead to embarrassment to SNGR, community and administration, loss of public confidence and unnecessary conflict leading to lack of trust and legal liability.
CONTROL:
Guiding principles and policies as set by Six Nations of the Grand River Elected Council. Works within the administrative policies and procedures established by the Six Nations Elected Council and other legislation provided by various government agencies.
