Position: Manager, Human Resources

Salary Range: $125,080 – $132,310, including comprehensive vacation and benefit plan

Location: Human Resources, Board Office, 349 Erie Ave, Brantford, ON

Work Schedule: 35 hours/week, 12 months/year

Effective Date: April 1, 2021

The Grand Erie District School Board’s 2,800 employees provide quality education to approximately 26,000 students in 72 schools. The Board spans a geographic area encompassing the City of Brantford and the Counties of Brant, Haldimand and Norfolk.

Position Summary:

Reporting to the Superintendent of Education responsible for Human Resources, the position serves as a key member of the Human Resources management and leadership team. The position is responsible for the negotiation and administration of the collective agreements and terms and conditions of employment for unionized and nonunionized employee groups, as well as oversees the operations of Human Resources, HRIS processes and support staff. The position provides leadership, direction, and support to staff, school administrators and senior administration, on matters relating to staffing, recruitment, labour and employee relations, including the interpretation of collective agreements, employment contracts, performance management, progressive discipline, workplace and child abuse investigations, and resolution of workplace conflict.

Key Responsibilities:

  • Responsible for the management, implementation, administration, and interpretation of the Collective Agreements and Terms and Conditions of employment for unionized and non-unionized employee groups, ensuring contractual and legislative compliance
  • Oversees the operations of Human Resources processes and support staff that are responsible for the entry and maintenance of human resources data and processes
  • Responsible for managing HRIS (IPPS) processes while complying with the requirements of multiple Collective Agreements, Government Legislation, and Ministry regulations
  • Provides leadership, direction, and support to staff, school administrators, senior and mid-management, on matters relating to staffing allocations and processes, and labour and employee relations including the interpretation of collective agreements and employment contracts, wage and salary administration, job evaluation pay equity, performance management, progressive discipline, workplace and child abuse

investigations, and resolution of workplace conflict

  • Leads, facilitates, and provides support, research, and analysis in dispute resolution procedures, including the grievance, mediation, and arbitration processes
  • Acts as a key resource for the Board spokesperson in the negotiation of teaching and education workers collective bargaining
  • Responsible for the development and revision of Human Resources Policies and


  • Bachelor’s degree in Human Resources Management, Business, or related field
  • 10 years progressive experience in contract negotiations, grievances, arbitration, collective agreement administration and interpretation in a complex multi-union environment, of which at least 5 is at the Manager level. Public sector experience is
  • CHRL designation
  • Comprehensive knowledge and understanding of relevant employment legislation and regulations, including the Ontario Labour Relations Act, the School Board Collective Bargaining Act, the Ontario Human Rights Code, and the Occupational Health and Safety Act (as it relates to Workplace Harassment), Employment Standards Act, Education Act, Pay Equity Act, Accessibility for Ontarians with Disability Act, Ontario College of Teachers Act, and other applicable legislation
  • Collective bargaining and contract negotiation skills training preferred
