JOB SUMMARY: The Indigenous Bail Verification and Supervision reports to The Indigenous Bail Verification and Supervision Worker (“IBVSW”) receives direction and supervision from the Justice Director/Staff Lawyer.

 

PURPOSE AND SCOPE OF THE POSITION:

 

The role of the IBVSW is to assist any accused person, in custody (aged 18+) who identifies as First Nations, Metis, Inuit, status or non-status concerning bail. Those who are eligible for the program will receive supervision, guidance and support from a Bail Worker (Supervisor) in the community, as an alternative to incarceration.

BASIC QUALIFICATIONS:

 

Minimum Requirements:

 

  • Bachelor’s degree or master’s degree in criminology, social work, psychology or a related field; or,
  • Possess a two-year college diploma with 3-10 years of experience in the justice or related field.
  • High-level understanding of the mainstream legal and court system.
  • The justice program is seeking an Indigenous candidate to work with Six Nations members using a culturally appropriate approach.
  • Proven ability working with social agencies from Six Nations or other First Nations.
  • High Level of Communication Skills: Interoffice, Telephone, and Written.
  • High Level of Computer Skills: Microsoft Word, Outlook, Excel, Power Point and Publisher.
  • High level of office and interpersonal communication skills.
  • Strong level of organizational skills.
  • Must be a team-oriented player.
  • Has a valid G license and access to a reliable vehicle.

SIX NATIONS JUSTICE DEPARTMENT

Bail Verification and Supervision Program

POSITION TITLE:  Indigenous Bail Verification and Supervision Worker (“IBVSW”)

  1. DUTIES AND RESPONSIBILITIES

 

      TECHNICAL

  1. Has a strong knowledge of Six Nations community resources and surrounding area/s.
  2. Strong knowledge of Six Nations cultural norms and historical issues.
  3. Ability to research surrounding and other First Nations in and outside Ontario.
  4. Has a strong knowledge of the bail process.
  5. Has a strong knowledge of the criminal justice system and the criminal code.
  6. Ability to articulate criminal and social justice issues.
  7. Excellent written and verbal communication skills.
  8. Self-motivated individual with strong organizational and interpersonal skills.
  9. Project a positive, friendly and professional attitude.
  10. Ability to work independently as well as part of a team.
  11. Excellent decision-making and problem solving skills.
  12. Constant ability to learn and to respond constructively to change and stressful situations.
  13. Flexible to work on various shifts including days, evenings, weekends and statutory holidays as required.

  1. RESPONSIBILITIES
  2. Attend court as a representative of the Six Nations Indigenous Bail Program by Zoom and/or Audio.
  3. Advocacy for the Community/Public regarding courts and processes.
  4. Develop and maintain cooperative working relationships with court officials, justice stakeholders and Indigenous communities and organizations.
  5. Working knowledge of required documentation from courts: assessment
  • Criminal Record
  • Incident Report/s
  • Police Statements
  1. Review documents, gather information and assess eligibility for bail release into the program.
  2. Interview prospective candidates for bail VIA Zoom and/or telephone.
  3. Zoom court, court permitting, telephone, arranged times through institution, TOLL FREE # that is monitored by workers on a daily basis.
  4. Obtain relevant information from police, defence lawyers and Crown’s office.
  5. Complete verification process and communicate outcome to appropriate stakeholders.
  6. Monitor clients’ bail conditions according to program standards.
  7. Complete risk-need assessments and intervention plans.
  8. Provide counselling and referrals to culturally appropriate services to address client needs.
  9. Maintain case recording of all contacts made with the clients and other agencies on their behalf.
  10. Liaise with police, court officials and Indigenous service providers to support bail clients.
  11. Travel to the surrounding Indigenous Communities to meet with clients as required.
  12. Provide crisis intervention and enhanced mental health support to bail clients as required.

Ensure adherence to the Ministry’s contract, policies and procedures.

  1. Prepare and complete weekly/monthly statistical reports.
  2. Work cooperatively with other Bail workers in the team.
  3. Work different shifts including days, evenings, weekends and statutory holidays as required.
  4. Assist clients to navigate through the criminal justice system.
  5. Help clients review and understand bail conditions, assist in making sure they are abiding by them.
  6. Assist community members (with family/friends) who are upcoming for bail.

 

  1. ADMINISTRATIVE
  2. Represent Six Nations Justice program at inter-agency meetings when appropriate.
  3. Answer telephone calls and responds to emails relating to intake, support and advocacy of clients navigating the mainstream legal system.
  4. Conduct intakes and produce progress notes on all clients.
  5. Work with community agencies to help the client/family meet their immediate and long-term needs and goals in relation to the court process.
  6. Prepare monthly and quarterly reports for MAG and Six Nations of the Grand River (criminal offences).
  7. Ensure that confidentiality waivers are explained to clients and signed by clients in order to connect to other social agencies assisting them.
  8. Provide community presentations regarding the bail program.
  9. Update forms as necessary and as change/s require.
  10. Update forms and develop new forms as required.

 

  1. COMMUNICATIONS & LIAISON
  1. Ensures confidentiality is maintained with clients and Justice department matters.
  2. Provides statistical reports and recommendations.
  3. General understanding of communication procedures within an office setting.
  4. Enhances relationships with the justice system, community resources and works in collaboration with existing community base programs and services.
  5. Foster communication and linkages with community agencies/organizations to improve access and mitigate barrier to services and supports.
  6. Maintains confidentiality and ensures compliance following the Justice Department’s policy.
  7. Participates in team approaches to resolving issues, conflicts and problems that

    may arise in the process of providing services – when appropriate.   

  1. OTHER RELATED DUTIES

 

  • Performs other job-related duties as may reasonably be required by the Justice Director, and/or manager.
  • Will attend and participate in scheduled training as directed by immediate supervisor.

Receives guidance, discusses plans, and priorities to ensure tasks are done efficiently, and effectively; receives direction and supervision.

With External Agencies

Rrepresents and promotes Six Nations Justice Department interests relative to the Bail Program and maintains awareness of legislative policy and program changes; seeks to develop sound, professional working relationships.

 

With the Public

Represents and promotes the justice department program interests of Six Nations Elected Council; works in a courteous, co-operative, positive and proactive manner, provides information as requested.

 

  1. WORKING CONDITIONS

 

Work involves mental stress, requires interaction with the public and staff, subject to deadlines, interruptions, and some unscheduled work hours, and the ability to take direction, and work effectively and independently.

      Possible travel inside and outside of the community using personal vehicle.

 

  1. IMPACT OF ERROR

 

Errors in judgement and in the conduct of duties could lead to loss credibility, poor public relation, confusion, duplication of effort and misinformation being given to the Director of Health Services, Health Committee, Six Nations Council, Government Agencies and the public.

 

  1. CONTROL

Guiding principles set by the Justice Program and Six Nations Council.  Works within the administrative policies and procedures by the Six Nations Council for the Justice Program and other legislation provided by the respective government.
