JOB SUMMARY: The Financial Control Officer Reports to and works under the direction and supervision of the Chief Financial Officer with functional supervision provided by the Senior Manager of Housing and Director of Public Works.
PURPOSE AND SCOPE OF POSITION:
To assist the Chief Financial Officer and the Six Nations of the Grand River Elected Council in the performance of their statutory, administrative and financial duties related to Six Nations of the Grand River Elected Council within the policies and procedures established by Six Nations of the Grand River Elected Council.
To support the Director of Public Works and the Senior Manager of Housing with financial planning, expense control, and funding reporting. The Financial Control Officer is responsible for the overall administrative oversight of accounting and finance under departmental policies. Maintain effective financial management, control, and planning throughout the Public Works and Housing departments.

BASIC QUALIFICATIONS:
- Bachelor’s degree in business, Finance, or Accounting
- Three to five years of experience in a full accounting cycle and preparing financial statements and budgets.
- Demonstrated ability to clearly and effectively present information to all levels of management.
- Strong analytical skills to review and analyze complex financial information.
- Ability to work with large amounts of data to produce accurate, timely, concise readable reports in a fast-paced environment.
- Intermediate computer skills and knowledge of software packages: Excel, Word, Sage 300, or other accounting software.
- Excellent accounting skills with practical knowledge and application of GAAP & PSAS.

SIX NATIONS OF THE GRAND RIVER
POSITION TITLE: BUILT ENVIRONMENT FINANCIAL CONTROL OFFICER
REPORTING RELATIONSHIP:
Reports to and works under the direction and supervision of the Chief Financial Officer with functional supervision provided by the Senior Manager of Housing and Director of Public Works.
PURPOSE AND SCOPE OF POSITION:
To assist the Chief Financial Officer and the Six Nations of the Grand River Elected Council in the performance of their statutory, administrative and financial duties related to Six Nations of the Grand River Elected Council within the policies and procedures established by Six Nations of the Grand River Elected Council.
To support the Director of Public Works and the Senior Manager of Housing with financial planning, expense control, and funding reporting. The Financial Control Officer is responsible for the overall administrative oversight of accounting and finance under departmental policies. Maintain effective financial management, control, and planning throughout the Public Works and Housing departments.
KEY DUTIES & RESPONSIBILITIES:
- TECHNICAL FUNCTIONS
- Prepares required journal entries for approval.
- Supervises and provides mentorship for the Collections Officer.
- Prepares financial statements, analysis and forecasts for the Chief Financial Officer, Senior Manager of Housing, Director of Public Works, and/or for approval by Six Nations of the Grand River Elected Council, as required.
- Assists in preparation of yearly budgets and yearend projections.
- Ensures invoices are correct, properly coded to applicable expenditure accounts and in accordance with current Six Nations of the Grand River policies and procedures.
- Manages the residential mortgage software, TEA (The Exceptional Assistant) by Common Goals Software used in the management of Six Nations of the Grand River Elected Council Housing Loans.
- Conduct ad hoc data collection, benchmarking, analysis, and reporting.
- Prepares monthly balance sheet account reconciliations, as assigned.
- Assists in preparation of annual audit working paper files.
- Keep accurate and timely track of unearned revenue and deferred revenue.
- Prepares and ensures financial reports to funders are submitted in a timely fashion.
- COMMUNICATION FUNCTIONS
- Provides financial guidance to the Senior Manager of Housing & the Director of Public Works to ensure compliance with funder requirements while operating within all related administrative/financial policies and procedures.
- Provides financial guidance to all leaders for the development of annual program budgets and forecast preparations in consultation with the Chief Financial Officer, Senior Manager of Housing and the Director of Public Works.
- Chairs financial management review meetings to review Public Works financial information with the Director of Public Works and Central Finance Leaders.
- Supports the Central Finance Leaders and/or Senior Manager of Housing and/or Director of Public Works regarding ad-hoc requests.
- Acts as liaison officer for the department with external agencies as it relates to financial requirements.
- Monitors all departmental budgets and variances and liaisons with managers and supervisors to identify potential surpluses/deficits.
- ADMINISTRATIVE FUNCTIONS
- Assists in planning of residential & commercial construction projects.
- Responsible for the preparation of briefing notes for financial requests.
- Maintains relationships with internal and external funding organizations.
- Promptly reports any discrepancies to the Chief Financial Officer and/or Senior Manager of Housing and/or Director of Public Works.
- OTHER FUNCTIONS
- Assists with Senior Manager of Housing duties during leave in respect to financial matters.
- Performs other work-related duties as may be required by the Chief Financial Officer.

- Work is subject to deadlines, peak periods, shifting priorities, frequent interruptions, and mental stress.

- Maintains a close working relationship with all Provincial and Federal Ministries, Departments and Agencies through positive and cooperative communication on financial matters; maintains awareness of financial accounting practices and procedures. - Requires interaction with the public. Represents and promotes Six Nations of the Grand River Elected Council in a courteous, positive, and cooperative manner. Provides information, direction and assistance, and must maintain a friendly, cheerful, courteous and cooperative disposition while maintaining tact, discretion, diplomacy and confidentiality.
KNOWLEDGE AND SKILLS:
- Bachelor’s degree in business, Finance, or Accounting
