JOB SUMMARY:  

The Child and Family Services Manager oversees the delivery, coordination, and reporting of supportive and prevention-based programs for Oneida members and the surrounding community. Reporting to the Director, the Child and Family Services Manager provides leadership, guidance, and oversight to supervisors and their teams, ensuring services are delivered to a high standard and that program effectiveness, outcomes, and compliance are consistently monitored and evaluated.

The portfolio includes the Prevention, Family Support, Customary Care, and Youth Services/Post-Majority Care programs. The Child and Family Services Manager is accountable for annual work planning, budget development and monitoring across these programs, and comprehensive reporting to the Director on compliance with Ministry requirements and the Child, Youth and Family Services Act. The position also leads the development and review of program structures, quality standards, and policies, ensuring programs are designed and delivered in a manner that respects the needs and culture of the community, following family-centred, strength-based, and child-focused practices.

The Child and Family Services Manager develops and maintains effective working relationships across internal programs and with external agencies to ensure a full continuum of culturally appropriate child and family services, and represents the organization in community planning, committees, and forums.

EDUCATION:

  1. A Master of Social Work or a related Master's degree is preferred.
  2. A Bachelor's Degree in Social Work, Child and Family Studies, Psychology, Sociology, or a related discipline is required, along with extensive experience in First Nations prevention or child well-being services.
  3. Registration, or eligibility for registration, with the Ontario College of Social Workers and Social Service Workers is considered an asset.
  4. Additional training in child welfare, trauma-informed care, family support practice, or leadership and management is considered a strong asset.

EXPERIENCE:

  1. A minimum of three to five years of progressive leadership experience supervising and managing staff, including team coordination, coaching, performance management, and staff development.
  2. A minimum of five years of experience in child and family services or child welfare.
  3. Demonstrated knowledge of the Child, Youth and Family Services Act and An Act respecting First Nations, Inuit and Métis children, youth and families.
  4. Demonstrated experience in program development, implementation, and evaluation.
  5. Demonstrated experience developing and monitoring program budgets, including expenditure approval and financial reporting.
  6. Experience in case management and working with complex client needs.
  7. Knowledge of First Nations communities, customary care practice, and culturally grounded approaches to child and family well-being; experience working in an Indigenous community setting is a strong asset.
